So, we have exceeded the requirements of the Helsinki Convention for the Protection of the Baltic Sea. By the way, 98% of wastewater is being cleaned now in our city.

Moreover, it is planned to switch public transport to ecological fuel, as well as the construction of ecological parking lots. This will make the air cleaner.

There are points in St. Petersburg where hazardous waste is collected and sent for disposal, and an eco-mobile makes flights around the city. The landscaping of the city yards is also in full swing. So, there is something to brag about, and there are still many plans.

The end of the Nevsky Ecological Congress will be held in the Summer Garden, where an exhibition of photographs dedicated to international day biological diversity.

The Nevsky International Environmental Congress, held since 2008, is designed to promote the formation of an international system of environmental security through the strengthening of transboundary cooperation, the improvement of international environmental law and the convergence of the legislation of the CIS member states that regulates public relations in the field of interaction between society and nature.

The theme of the Congress - "Strategy of environmental safety: implementation mechanisms" - is systemic in nature and touches upon the issues of improving the safety of industrial production, fostering environmentally responsible behavior, building an environmental culture and a healthy lifestyle.

On the first day of the Congress, a number of thematic round tables were held, which organized broad discussions, exchange of information and experience in implementing successful strategies and programs to ensure environmental safety, improve legislation in the field of protection and rational use of natural resources, preserve ecosystems and biodiversity, and join forces to mitigate the consequences of man-made environmental disasters and natural disasters.

In the afternoon, as part of the Green Wave campaign, the congress participants restored lost trees in the Tauride Garden, contributing to the preservation of a unique landscape monument and to improving the environmental situation in St. Petersburg. They planted 30 linden and 40 lilac seedlings.
The landing ceremony was attended by the Chairman of the Congress Organizing Committee, Chairman of the IPA CIS Council, Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko, members of the delegations of the parliaments of the CIS member states, Secretary General of the IPA CIS Council Alexei Sergeev, Deputy Secretaries General - representatives of national parliaments in the Interparliamentary Assembly, Senior Vice President of Russian Railways Valentin Gapanovich, participants and guests of the Congress.


Thanks to the action, a whole alley with young plants appeared in the place of the lost plantings in the Tauride Garden. The organizers of the action "Green Wave" installed a commemorative plaque indicating the date of laying the alley.

On the second day The plenary session of the 7th Nevsky International Ecological Congress was held in the Duma Hall of the Tauride Palace.

The meeting was headed by Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation Evgeny Bushmin, Minister of Natural Resources and Ecology Sergei Donskoy.


Valentina Matvienko read out the greeting message of the President of Russia to the participants of the event. The Chairman of the IPA CIS noted that the Nevsky Congress has become an internationally recognized, authoritative platform that brought together more than 1,600 participants this year. Out of 32 countries of the world and 62 constituent entities of the Russian Federation, she also stressed that the Russian Federation is always open for interaction in the field of maintaining the global ecological balance, as evidenced by the recent first official meeting of the BRICS environment ministers in Moscow, Russia’s participation in UN programs and international environmental conventions.


“An urgent task is to coordinate common efforts in carrying out specific activities in the field of ecology. This is especially important in relation to transboundary natural objects. It is imperative to continue work on raising the bar of environmental requirements within the framework of integration formations, primarily the Eurasian Economic Union. Already in the foreseeable future, it is worth moving to common integrated systems of environmental standards and regulations for economic activity,” said Valentina Matvienko.

Valentina Matvienko expressed confidence that the Congress events will set key directions for the development of environmental policy both at the national level and within the framework of international associations.

According to Sergey Donskoy, Minister of Natural Resources and Ecology of the Russian Federation, the holding of the Nevsky Environmental Congress, its composition, and the issues discussed confirm that ensuring environmental safety and creating favorable conditions for the life of Russians is one of the key state priorities. Sergey Donskoy recalled that a number of state and federal programs have been adopted in Russia, which lay down the basic principles of modern environmental policy in solving environmental problems. Among the priority areas of state policy in the field of ecology, he named the elimination of environmental damage, the reduction of the current negative impact, the conservation and restoration of biodiversity and the ecological organization of the economy.


Senior Vice President of Russian Railways Valentin Gapanovich in his report told the audience about the innovative technologies that are currently used in railways ah, minimizing environmental damage. This is the use of a main gas turbine locomotive, the content of harmful substances in the exhaust gases of which is 5 times less allowable rate. Also today, the railway network uses the latest Russian shunting gas piston diesel locomotive, which also runs on liquefied natural gas and emits 4 times less harmful substances into the atmosphere than most diesel locomotives. Its use is especially relevant at the transport hubs of megacities.

In addition, the company is expanding the polygon for the use of renewable energy sources in stationary energy. At the station in Anapa, most of the electricity consumption is covered by solar panels installed on the roof of the station, and since last year, the heating of the station has been transferred to heat pumps.

In 2015, the company is completing a program to eliminate coal-fired boilers at its facilities in the Kaliningrad region; over the past five years, 13 boilers have already been closed there.

Also, Valentin Gapanovich noted that the unique project of the combined heat supply system of the Zelenogradsk station won first place in the international competition held by the Ministry of Natural Resources of Russia in 2014.

At the exhibition, which worked for two days within the framework of the congress, the stand of the Russian Railways company was also presented.

The Fourth Neva International Ecological Congress will be held in St. Petersburg on May 16-17, 2011. Touching upon the topic of model legislative acts affecting environmental issues, Valentina Matvienko noted that over fifty of them have been adopted over the years of the work of the IPA CIS. “The time has come to conduct a thorough analysis of what has been done by the Assembly in the field of ecology, to assess how effectively our model laws are being implemented in national legal systems". She believes that the closer environmental norms and standards are to each other, the easier it will be to form a single coordinated policy in this area.

We should think, added the Chairman of the IPA CIS Council, about the development of international programs for training specialists in the field of environmental safety and environmental law, internships in leading universities of the CIS countries, and the creation of international camps for environmental students.

Elena Avlonitou, Deputy Chairman of the Second Standing Committee of the Mediterranean Parliamentary Assembly, noted that one of the important problems of our time is the human impact on the environment. “We believe the time has come to act.
